Board of Pardons Merit Reviews

Join us as the Pennsylvania Board of Pardons conducts its Merit Review sessions, where Board members complete a preliminary evaluation of clemency applications. During this stage, the Board reviews investigation materials and publicly votes on whether each applicant will move forward to the next step in the process — a Public Hearing.
These sessions provide a unique opportunity to observe how the Board evaluates pardon applications and decides which cases will advance. Applicants must receive approval from at least two of the five Board members in order to be granted a Public Hearing. Watching a Merit Review session can help viewers better understand how the pardon process works and what the Board considers when reviewing applications.
